Thanks everyone for suggesting, looking up, and offering to look up torque specifications. In the GM shop manual doesn't seem to specify torque for this particular job. Maybe because they were rivets originally. I will tighten to 44 ft lbs. When I take it for the provincial safety inspection they will probably test it and if they want it different will do it. If they do I will report back.
