I pulled the headliner out this evening to work on replacing it. When i took the old liner material off the fiberboard it looks like there is some type of heavy paper layer between the fiber and the liner material. Some of the paper stayed attached to the fiber but some large sections separated and left the fiber layer exposed.

Can I glue up the new headliner material direct to the fiber as well as the paper layer?
