The only thing that I can come up with is that it's a tool to help you put on doors or hoods or something by yourself. It doesn't look like anything that could "do" anything like pulling a dent or anything like that. But more "non power" kind of thing with that foam thing protecting paint while it held a door or something?
It looks like those black vert lines are foam covering the metal to protect it from scratching something.
