I’d take the taillight out so it’s out of the way, you have to work an area large enough that as you sand you get a feel of the shape of the whole area not just a little square your low spot probably is a lot larger than you realize. Use a sanding block 18/20” long with 80grt for shaping, and use less hardner so you have more time to work it
