If you are down to primer and it's hard as hell to get off, then leave it on there. A tightly adhered coating is a good substrate for paint. If you see rusty area through the primer, then keep sanding and recoat bare steel with epoxy primer. Real 2K epoxy primer... not cheap rattle can crap.
These guys make a 2K aerosol and some companies like Eastwood relabel it.

Ok, I don’t have a DA. Tried getting a harbor freight one to work with my compressor, it just blew air (wouldn’t spin). Had compressor set to 90psi. Don’t know if it was my compressor or the crappy HF da. My compressor will run other air tools but quickly runs out.
I’ve got an electric orbital sander and an electric palm sander.
