I see the spring is in position too.
What I also see is what looks like a black wire/cable that to me seems to be pinched between the firewall and the brake light switch under the brake pedal arm. This would make the brake light switch stay on and with a toe hook of the pedal may pinch it enough for the brake lights to go off.
Move that wire out of the way and see if your brake light switch operates as it should. If it does, you've found your problem, then all you need to do is position that nuisance wire so that it doesn't interfere again.
