Inner fender is designed to move independent of the frame so you would need flex on each side or hard line with grommet to allow movement. I got a vintage Imperial Flaring tool at a machinists living estate sale and it worked fine. I used pre fitted line from NAPA to minimize the number joints I had to make, usually only needed one per piece. I also bought a good quality bender, inexpensive ones will kink steel line. I used old metal coat hangers to mock up the line routing and bends, basically following the stock routing. My MC is under the floor on the frame rail. Here are some photos. I got the braided lines and adapters directly from Russell.
