The open side of the strip retains the weather strip that seals the lower tailgate to the bed. The carpet goes just under the forward edge of the strip. You will want to have the weather strip installed on the carpet strip and then position it where it will seal against the tailgate when tailgate is closed, then mark your holes in the center of the slotted screw mounting holes. Drill 1/8" holes and then loosely mount in place. Rear edge of carpet should go under the forward edge of the carpet strip. May have to trim the carpet length to get the right fit. Weather strip seal can be purchased from GMC Paul's or Truck and Car Shop for about $20.
