Yes, flat laminated glass is safety glass. It has two layers of flat glass with a polybutyrate layer sandwiched between them. When the glass is broken the plastic layer holds it together. Windshields are made of laminated glass.

Tempered glass is heat treated to give it internal tension, which makes its surface harder. It also causes it to shatter into small pieces when broken. Most factory side and back glass is tempered glass.

Both are considered automotive safety glass.
