With a 1500 dollar budget I think 11 to 12 is being more realistic and that would require a light foot. Have you considered the option of buying an econobox car. For instance, my wife has a 2001 Altima with nearly 200,000 miles on it and we use it all the time. It still runs great, the a/c blows cold, the gas mileage is superb, and it's a breeze to parallel park in a small spot. Granted we paid a bit for it many years back, but it's probably a clean $2500 car today. That might allow you more flexibility when you build your truck.
