I did everything you did but then used my punch and chisel on my air hammer. That did the job. If the rivet didn't want to move I'd do the x-pattern in the head on the backside and punch it out or take the chisel to the bracket to try to pry it off. Whatever i could get leverage on. Wasn't the easiest thing but I got them off.
