Best course of action in something like this is never post on a forum, go directly to the people who know what is required, can approve or direct you on how to do it correctly and legal.

Doesn't take any longer to email the DMV or State Police than it would to open a can of worms like this turned out to be...

Each state is different as to what is allowed and what isn't and there are literally folks from all over the world on a forum like this, some speaking from experience based on how it works in their area to just not knowing.

This is a great place, with lots of helpful and experienced people to ask build questions, get trouble shooting ideas for issues, but the last place any one should ever consider seeking legal advice...
