It was not a spring that was causing the wheel to not lock into position.

The spring is to help the wheel move upward as you choose to raise the adjustment.
I found the problem is a 'catch' that locks the wheel movement. It doesn't always "catch into place" to lock. The best way to describe it is, if it doesn't lock, you get a long/thin flat screwdriver ( or an awl), and carefully, stick it into the little gap behind the manual adjusting lever, and 'help' the catch by pressing downwards, drop into place. ( pictures would help this description).....

The 'catch' is black colored.... the knuckle is aluminum, when you struggle to see inside the tiny gap.

I can bet it is a manufactures defective design flaw
