Its a very common and well known problem on the stock trucks. People who do LS swaps may have changed enough stuff that it goes away, but after thoroughly researching it, I'd at least change the sending unit and gauge. From the factory they're basically not properly "dialed in" to each other, which is why all 4 of the 81-87 trucks that I've owned had this problem.
