on the 99-06 the hitch mounts to the frame like you would expect it to, but there are ALSO 2 bolts that bolt thru the hitch to the rear bumper.

maybe this is a crappy photo but i think the point is made?

::EDIT:: I had to find a better photo, the first one was HUGE.
