LOL...you don't need 3" screws for 2x4's... 2 3/4" is more than good.
No need to bolt the cabs down...they are heavy enough to stay on the cart and push them around. When I replace a floor, I cut the front off inside the cab then roll it on it's cowl to cut the back out. (I do brace them from the inside to keep them together.)
I build these at 36 3/4" wide. The cab sits on there between the two supports. And as I said earlier, any length from 48" to 96". The 96" long cart holds two cabs back to back very easily.

Seriously, pictures are often lost on me. Part bad eyes, part former profession, part birth defect...HA!. I like that cart. Might even buy those 8" wheels you've got (gulp, already bought eight 4.5"), but those wheels on that cart gives the 7.5" plus clearance I need if I use a hoist.
