I built a 406 for my blazer years ago. It has an Isky 270 mega cam. The duration at .050 is 221. With this cam, 10.0 compression, pocket ported 487 heads, and a performer intake, it had awsome low end torque, and was pretty much all over with after 5000 rpm. Perfect for a mild daily driver type application. As general rule, the cam usage descriptions are based on a 350. Pick the rpm and usage you need, and go one size bigger for the 400.
For your 400hp goal, I think you'll need more cam than you have picked.
I wouldn't worry too much about the rods in such a mild application.
