One of two things.
Your switch, on the lower steering column is loose, or out of adjustment.
If loose, turn the it key to run, put your shifter in reverse, move the switch left or right until the backup lights come on, then tighten the switch down.
Adjusting is the same but you just have to loosen the switch to begin.
