On most 700R4s & some 4L60s you can lock & unlock the converter clutch 100% hydraulically through the Converter Shift Valve in the valve body, To do this you have to block the opening in the lock-up solenoid.
Remove the Lock-up solenoid (arrow in your pic) & see if snout is blocked with a ball bearing or Epoxy...Post what you find.
On a non lock-up conversion, There is no reason to install the lock-up solenoid, But I dont know what someone did inside that transmission.
Are you sure it wasnt locking up before? Or did the absence of wiring to the trans make you think that lock-up wasnt working?
