Use the ohm settings on your multi-meter to check for conductivity on that printed circuit. If you find a visual problem, I'd love to see a picture of it. I've wondered how they fail when they do.
If you replace the printed circuit board, I would visually compare the printed circuits to make sure they still go to the correct pins on the connector. If not, it's pretty easy to move the pins around on the instrument cluster connector.
