The flasher uses a bimetalic strip to open and close the circuit based on heat generated by current flowing through it. Voltage w/ the engine is off is lower, so current is lower, so the flashing is slower. Try swapping the HD flasher for a regular one and see if it helps--otherwise, get used to it. You could also go through the circuits and fix any poor connections that limit current.
