Doesn't look like a partial VIN to me.

It should be something like HF123456, where

H, or some number, would be the model year designation

F, or B, or J, or R, or 1 (for Oshawa) would be the assembly plant code

123456 = sequential portion of VIN

3998723 looks like a part number, so you might be able to get at it that way.

Roughly what generation or model year do you think this frame is? (ie, 67-72, 73-87 or newer? older?)
