What kind of grease did you use in there? Moly may be too slippery for what you really need there.
Also, the lockouts themselves don't need much grease in that part, just enough so they will move. Too much and they may work loose.
Are the wheel bearings adjusted properly so they're not binding and causing this?
Are the "detents" in the plastic locking assembly worn out? Can they be "regrooved"?
