Did a little research. Looking at the schematic, all these systems will be affected by ground G102, and I was right, it's located right above the oil filter. Looks like there's 2 ground on one bolt. I'd check it out thoroughly. Take the bolt out (maybe it's loose somehow), pull on the ground wires there. It might look ok, but the wire insulation could have a cut in it and let moisture in, causing the copper wire to rot away inside it.

If the problem isn't right at the ground location then I'd follow it's wires back into the harness and wherever it goes. I'm pretty confident your problem has to do with that ground. The starter relay, fuel pump relay, DRL ground, and CHMSL relay are all grounded off this same ground.
