was the rocker/step replaced? maybe not quite right? was the truck ever repaired in that area? does the dimension from ground to bottom of rocker look the same on both sides?
This! The Driver's side fender on my 57 sits about 1/4" lower than the rocker, while the passenger's side is perfectly lined up. Can't adjust it any better.
