No, a TH400 is an electrical kickdown. The vacuum connection controls when it shifts up but not down. There should be an electrical connection on the driver side, IIRC. Apply 12 volts to it, it kicks down. Depending on the vehicle, they had an electric switch that mounted to the carb and the arm would contact or under the dash with a bracket and the gas pedal arm hit it. My first C10, someone had just put a switch under the dash so you could manually down shift and hold it in gear. Turn the switch off and it would shift like normal.
