My first thought was bad Wix filter, replaced with AC Delco, and this is the 2nd of the AC Delco.

I figured you were "future proofing it". Meant no disrespect in my comments, just talking it out.
I'm a big proponent of Wix filters, and generally use them over AC Delco. Might just need the better regulator set up as suggested.
