that support is also spot welded to the underside of the cowl and the firewall. really nice place to get to with a drill too. don't ask me how I know.
I use the "sand it first" trick and also an old 1" wide putty knife that is sharpened on the edge. I use a hammer to get the knife between the 2 pieces of steel that are spot welded and then hammer it along until it stops when butted up against a spot weld. kinda hard to do in this scenario though because of access. maybe a small pry bar?
