Just use a grade 8 bolt, 3/8 size.

Industry standard is 44 ft/lbs torque with a plain steel bolt and 33 ft/lb with a plated one. Just tug it hard with a long 3/8 drive ratchet and 9/16 socket.

The FAA taught me years ago that a properly torqued equivalent sized bolt is just as good as a rivet in usage. If it's good enough for planes it's good enough for old trucks.
