On my 54 they are mounted on the inside of the channel with what looks like an alignment dimple between the bolts.
Would lowering the brackets to the bottom lip of the rails and drilling new holes in the frame rails give you enough clearance and be positioned satisfactorily ?
It does look a lot nicer up there.

Mine were also on the inside of the frame rail, not sure I could have stretched them to the outside.
