My body guy who's benn doing body work forever does exactly what i did with the por 15 on lots of vehicles. The object is to use it as a base coat or leave alone. It doesn't flake or scratch. The only drawback is that it fades in the sun. Lots of guys use por 15 on sandblasted frames and such. It adheres better to the clean metal rather than having to prep flaking paint and lose rust. And yes it does stop rust, the object is to encapsulate the metal to prevent it from rusting. Even though something is sandblasted and there appears to be no rust, its still able to rust even if you paint it.
