Question to Footstomper: When you say sand it off do you mean break the surface to give it some tooth for subsequent coatings, either paint or fillers? If you sand the epoxy off you destroy the moisture protection provided by the sealer. Filler absorbs moisture.
Well, you can do it like that. But, I spray epoxy on then lightly sand the top with 100 grit paper to scuff the top off. Leaving all the epoxy on. Put my filler on top of the epoxy. when I am block sanding the polyester top primer I use the epoxy coat as my "high point" to stop sanding at.

Not saying anything is wrong with applying filler to bare steel, as that is how we used to do it, but have not done that way in years.

More than one way to skin a cat. Find what works for you.
