The C/20s in this era had either 16.5,what I call "clinchers" (regular tires that seal at the bead),or spit rim 16s. It was later into the '70s when 16" "clinchers" were used and eventually no 16.5s...to answer your question.

It was an option,to get a heavier rated tire on 1/2t trucks,to get 16" wheels and tires. Those wheels are hard to find,especially in 5-lug. To get a stock type wheel in 16" you will need to go the route Joe laid out. Styled wheels are pretty commonly available in 16" these days. You can also get tires with the same overall dimensions for 15" wheels.
