I did that bumper install job (top side, LH side) for one day, as part of my new engineer orientation. The guy on the passenger side pitches the bumper over the pit, the LH grabs it and the two of you slip it over the frame horns and torque it down.
Tow hooks are also installed at this point. I dropped one on my partner's foot and he wasn't too happy about it.
