Regulator won’t stop dieseling.
You need to close the primary throttle enough to cut off the air.
You need air, fuel and ignition for combustion.
You can control the air. You can’t control the hot spot inside the manifold or the fuel being siphoned into the intake with the throttle open.
Turn your idle down.
Is the vac pot on the distributor hooked to manifold vac on the carb?
More timing at idle makes it idle higher allowing the idle to be turned down.
Try that first.
