I believe this is probably the case. As you mentioned in post 3, my '69 3/4 ton never had a heat stove. As I recall, the heavier duty trucks were excluded from much of the rapidly changing laws... at minimum lagging behind. And, my truck was built in Fremont and sold new in southern California.
