There are no spot welds to drill out. Cut out the rotted section, trim the patch panel to fit that area, and weld in patch. You only need to replace the section that is rusted through - not the entire area of the patch panel. I've seen guys do this and then not be able to line anything up.

I dont have any pics, but there are a bunch of pics on this site. check out pretty much any build thread and you'll see the process.
