I think your on the right track...your displacing air with fuel...I would think the fill vent is the issue...as long as the vent is behind the pump nozzle it should work...I assume yall made sure the vent tube isn't clogged or kinked...but I guess you eliminated that by removing the vent at the tank...maybe its the tube inside the tank...
