My 1970 2wd Blazer VIN ends with 138946 and has a build date in Dec of 1969 according to the sticker on the driver's door. I always believed that the ending numbers were a sequence for that particular assembly plant, and that included everything that went down that line. Meaning pickups, Blazers, and Suburbans, both 2wd and 4x4. According to production numbers that I have seen they only made 12,512 Blazers in 1970, both 4x4 and 2wd, so obviously they hadn't made 38,946 Blazers by Dec of 1969.

I assume that your Blazer was assembled in St. Louis as I believe they all were until 1972. If so, you have one of the first, if not THE first 2wd Blazer ever made since you have that low of a sequence number! Unfortunately, I don't believe that could ever be proven or disproven due to lack of records from back then.

BTW, we are going to need some pics of said Blazer! Does it still have the SPID on the glovebox door?
