Which I interpret as on the same level that it is originally but closer to the grill.
On the splash apron, I'd say that may depend on your personal skills or the skills available to you. Either cutting and welding or fabbing a new one. I don't think you will gain what you hope to by cutting and welding though and a newly fabricated one could slip below the grill as long as it cleared a tad.
I have to do pretty much the same thing with the 49 Plymouth ribbed bumpers that I am putting on mine. Right down to trimming the ends for clearance.
