This drawing I found and crudely added added to may help explain. You don't want fuel puddling in the fill. It will block air flow out of the tank and additionally can make the pump nozzle shut off.

My addtion to the picture shows a low spot that is below the bottom of the fuel inlet to the tank. This is where the fuel will puddle and cause issues filling the tank.

Are you planning on running a vented cap or using some sort of evap canister set up?
