A 3 inch block is to much in my opinion. Blocks move the rear forward (on trailing arms) and I assume that is what you have since the shaft is binding up. You can cut it but the best way to do this would be a set of 3" springs. 4 degrees is a lot for just a three inch drop. Have you checked the u-joint angles?
