I haven't removed any of them yet, I have some slightly wandering steering even after a front end rebuild and a rebuilt steering box from a local parts store about 6 years ago, I asked a front end guy about it and he had me rock the steering wheel while he looked, he said told i had slightly loose rivets on my front spring mount, I haven't seen the movement myself yet, replacing the rivets is on my list if things i need to do eventually.
Yes 7/16 is just a little bit bigger so you will have to drill them out. I used flat washers and top lock nuts in grade 8.
