Not directly, hence the "with mods". You have to enlarge the existing holes to make them match up with the new backing plate holes. I might have ground the flange slightly too now that I think about it. Then you have to space the plate with some washers, which you can tell once you mock up everything up. Otherwise yes everything bolts up. I used stuff from an 04 tahoe on my 98 pickup, pretty sure the backing plates were on sale from a trailblazer.
