the only time that you really need kiln dried wood is if you are going to have it live indoors. If it is to be in the elements then it should be air-dried.. I don't know how one would stabilize k/d lumber as it will change with the humidity. there are ways to try and stabilize green wood by the use of poly/ethylene glycol which displaces the liquid content of wood, but it has to be in the green state.
there are ways to stabilize some woods from self destruction due to the drying process but will not curtail
wood movement due to humidity
