Looks like you’re missing the pin that actually locks the seat down. It’s circled in the pic above. It is linked to the lever and is under spring tension. It sits perpendicularly to the pin that you have circled. Once the vertical pin is in the floor bracket, the one you’re missing latches under the floor bracket locking the seat in place.
