According to my mostly unmolested 71 C-10, 2WD, these were used to mount two items:
Over the top trivial probably. At a second glance, I had these bolts on three parts. There's another version of the same bolt stamped with a circle.

Pulled a front bumper of a unmolested 72 the other day and it had L8 bolts that attached the bumper brackets to the frame. Is this where your had the third option?
