New rims and tires will cost you way more than new front springs and shocks id think...

Rear: you just need to remove the blocks. If you have a 4" lift, and the block is 4"...the springs are fine. Get new ubolts and be done.

Front: new springs. could maybe reuse the ubolts since the spring pack in new leaves would be slightly thinner.

Then stock height shocks.

IF you want to go from 4" to 2" lift I would buy a new complete 2" lift and then sell this 4" lift to recoup costs rather than piecing stuff together. I'd guess the lift will sell fast.
