I am sure Clint will chime in on this as well... but my personal opinion on why they would set it up this way is for packaging purposes. By using a link that bolts to the outside of the rear frame-rails and houses the bag and shock combo, it makes all sorts of room for exhaust routing around the axle housing. It also gives a much cleaner look... less cluttered.
