If I recall correctly, you remove the rubber pad (it just pulls out) and there's 2 rivets under there. You can rivet, bolt, or screw them back in, up to you.

Whoops, I didn't think to remove the pad first. How about that positioning? It's as if they're the wrong brackets. The core bushings are toast, but I wouldn't think that would be it.
